At the time of graduation, the student should have the following abilities:

A graduate of the given study programme has the potential to perform the above-mentioned professions, which is mainly determined by the composition of compulsory and compulsory elective courses that the student completes during his/her studies, the required research activity and its results in the form of publishing activity, which demonstrates in-depth knowledge of international law and related disciplines, as well as the pedagogical skills acquired by teaching students of lower stages of studies at the faculty.

Graduate of the study programme “International law” has an up-to-date overview of the scientific methodology within the field, the theory of international law and related disciplines, has the ability to develop the acquired knowledge, scientifically justify it, analyze individual areas, draw conclusions and scientifically generalize. At the same time, he/she is familiar with the mechanism of linking national law with relevant sources of international law, with particular reference to the sources of European Union law. 

Since the graduate of the study programme masters the methodology of the field and can independently and creatively use and develop the acquired knowledge, he/she can hold the position of a qualified scientist and can be employed in scientific teams at a university, academic and other educational and research workplaces, as well as in leading positions in the field of science management. Graduates of this study programme are also qualified to teach, particularly at law faculties or other faculties teaching the foundations of international law. 

A PhD graduate of the “International law” study programme is qualified to perform analytical, expert, prognostication, and conceptual tasks of an employee at a higher level of management in the organisational structure of central and local state administration, especially in the field of legislation. He/she is also qualified to perform tasks involving the application and interpretation of international law on an international level. A graduate has very good knowledge of human rights protection mechanisms and is therefore qualified to work in international and European institutions dealing with issues of human rights protection. 

A PhD graduate of the “International law” study programme is equally employable as an advisor to the Constitutional Court of the Slovak Republic or the Supreme Court of the Slovak Republic, as he/she is familiar with the need to protect human rights and fundamental freedoms. He/she is also employable in all legal professions requiring the solution of complex problems in the field of international law and related disciplines. 

PhD studies in the study programme are taking place at the local faculty since 2016. In the short lifespan, a total of 3 graduates in the full-time form of study have successfully completed their studies. 

From the particularly successful graduates who have completed their PhD studies in the full-time study programme “International law”, one can mention for example:

The faculty’s Field Committee for PhD Studies annually evaluates the quality of the PhD studies within the study programme “International law”. Both internal and external members from among the law faculties in Slovakia are represented in the said committee. On a similar note, the quality evaluation was discussed by the “Study Programme Council for International law”, which consists of members of employers, in particular the Slovak Bar Association, the Regional Prosecutor's Office in Košice and the Regional Court in Košice. At the meeting held on 23.9.2021, the course of this study programme to date and its achieved quality have been evaluated positively. The regulation of the study programme along the lines of this description was also assessed positively.   

Being a third-degree study programme, the PhD study programme focuses on the acquisition of knowledge based on the current state of scientific and artistic knowledge and particularly on the student's own contribution thereto, which is the result of scientific research and independent creative activity in the field of science or technology or independent theoretical and creative activity in the field of art. 

The PhD study programme defines the prescribed composition of courses and the course offerings. Based on this, the supervisor, in cooperation with the PhD student, draws up an individual study plan according to which the PhD student fills out the enrolment sheet in AiS2. The PhD student's study plan consists of a study part, closed by a dissertation examination, a scientific part, and the defence of the dissertation. Teaching or other related professional activities are a part of the full-time PhD studies. In the external form of doctoral studies, pedagogical activity may be replaced by other professional activity related to pedagogical work, such as mentoring final theses, theses within the framework of SVOČ, preparation of teaching materials and textbooks, holiday internship, pedagogical practice, etc. 

The study part of the PhD student's study plan consists mainly of passing specialized PhD courses and self-study of literature focused on the topic of the dissertation. The courses are usually passed by an examination or interim assessment. The self-study of literature may be divided into phases which are closed by the supervisor by awarding a specified number of credits.   

The PhD student's individual study plan includes a list of subject areas or courses to be taken by him/her, including a course on technical foreign language, a list of courses for the dissertation examination selected from a list approved by the field committee, and a list of compulsory and recommended literature to be studied by the PhD student as a part of his/her individual preparation for the dissertation examination. The scientific part of the PhD student's study plan consists of his/her individual or collective (team) scientific activity focused on the topic of the dissertation. The PhD student's individual study plan specifies the topic of the dissertation, which may be modified by the supervisor in the PhD student's enrolment sheet with the approval of the chair of the field committee. 

Based on this, the full-time PhD study programme “International law” consists of the following parts: 

(i) the study part, which includes compulsory subjects defined by the profile of a PhD graduate and the profile of a law graduate which also contain the main subject of specialisation for the given study programme. The student must successfully complete all compulsory courses. The study part also includes compulsory elective courses that relate to the specialisation within the PhD study programme and round out the profile of the graduate of this study programme. Within the compulsory elective courses, the student chooses his/her route of specialisation corresponding to his/her research and the topic of the dissertation. The minimum number of compulsory elective courses that the student must take is determined for each semester. Elective courses which complement the student's education with regard to his/her interests are also included in the study part. Elective courses include those offered in the lower stages of legal studies as well as those offered in other PhD study programmes in the field of law. Compulsory courses and compulsory elective courses are usually profile courses of this study programme; 

The dissertation examination, which is a final state examination, reflects the knowledge that the student has acquired in the study of the main specialized subjects included among the compulsory subjects, as well as other specialized subjects included among the compulsory elective subjects. The defense of the dissertation, which is also a state exam, reflects the knowledge acquired by students and the study of compulsory subjects (Basics of methodology of scientific work, Theory of Law, Theory and Practice of Law-making, Working with sources and Principles of Publishing, Grant and Project Preparation), as well as the main specialized subjects included in the compulsory subjects, and other specialized subjects included in the compulsory elective subjects, which the student chooses also taking into account the focus of his dissertation. 

(ii) the scientific part, in which the student carries out compulsory elective scientific activity in each semester of study. The compulsory elective scientific activity includes the drafting and publication of a scientific monograph or a part thereof, a university textbook, a university teaching text or a part thereof, a scientific article published in a journal or in a collection of papers. Receiving feedback on scientific activity is also covered by the scientific part. The individual activities are assessed by credits corresponding to the level of difficulty of the scientific activity. The type of scientific activity is chosen by the student in agreement with the supervisor in order to obtain the necessary number of credits within the scientific part; 

iii) the pedagogical part, in which the student, during any semester of his/her studies, carries out pedagogical activities consisting of teaching students at lower stages of legal studies under the supervisor’s surveillance for a maximum of 4 hours per week throughout the academic year. Teaching activity may also involve other activities within the teaching process, namely in the form of mentoring bachelor theses, opposing bachelor theses, consulting in the framework of ŠVOČ, opposing ŠVOČ. These activities are also carried out in any semester of studies. The supervisor awards credits for activities performed within the pedagogical part; 

iv) further activity, in which the student consults with the supervisor, participates in research projects, completes a research or study stay abroad, participates in the organization of scientific conferences, prepares legal opinions/analyses for external entities which approached the faculty for this purpose, participates in lectures/seminars with lecturers, or completes a certified course offered by the university. Credits are awarded for these activities undertaken in any given semester; 

v) the state examination part, which consists of the dissertation examination from the profile course and the defence of the dissertation. The student receives credits for successful completion of these tasks. 

The study program, the recommended study plan and the standard length of study are regulated by the Act on Higher Education Institutions and the PhD. Study Regulations of the UPJŠ in Košice. The study program, in accordance with the PhD. study regulations follows the rules of the European system of transfer and accumulation of credits and the workload of the student for the academic year. It adheres to the specified workload expressed by the number of hours of contact teaching together with all activities necessary for the preparation and completion of the course. The number of credits determined for individual subjects reflects the difficulty of the subject in terms of the specific subject area and the method of completing the subject. The subjects within the recommended study plan enable to reach the determined learning outcomes. The student's workload is in accordance with the PhD. Study Regulations at UPJŠ (Articles 3 and 4). In addition, doctoral students have the opportunity to take advantage of all the development activities offered by the university

A credit is a unit of the PhD student's workload and in PhD studies it is defined in accordance with bachelor, master's and doctoral studies. A standard workload during an academic year corresponds to earning 60 credits in case of a full-time PhD student and 45 credits in case of a part-time PhD student. 

During his/her studies, a PhD student earns credits for these activities:  

a) completion of the study part, which consists mainly of specialised PhD courses according to the PhD student's study plan. The study plan is drawn up by the PhD student after consulting his/her supervisor in the form of an enrolment sheet in AiS2, whereas the courses are selected from a course offering within the study programme approved by the field committee in the prescribed structure. Courses are evaluated with as "passed" or "failed". With the consent of the supervisor, a PhD student may additionally enrol in other subjects offered by the faculties in their study programmes, especially in the master's (doctoral) studies, if he/she has not already passed them in the previous stage of university studies. Other activities related to the study part are also accounted for in the study part. 

b) independent creative activity in the field of science (publications, completion of a defined stage in own research work, etc.), with other activity related to the scientific part being included in this part; 

 c) performance of teaching activities at the university or faculty (e.g. conducting practical exercises, mentoring bachelor theses, papers in the framework of ŠVOČ, etc.) 

d) passing the dissertation examination; the PhD student earns a total of 20 credits for successful preparation (dissertation submitted and positively evaluated by the opponent), its defence, and for successfully passing the dissertation examination, 

e) drafting the dissertation and its defence; if the dissertation is accepted for defence and successfully defended, the PhD student earns a total of 30 credits. 

Throughout his/her studies, a full-time PhD student in the three-year study programme and a part-time PhD student in the four-year study programme must earn at least 40 credits for the study part and 90 credits for the scientific part. In both the full-time and part-time forms of PhD studies, a PhD student must earn a minimum of 40 credits in order to progress from the first into the second year of studies and a minimum of 90 credits over four consecutive semesters, taking into account the recommended credit structure. In both full-time and part-time PhD studies, a PhD student may apply for the dissertation examination if he/she has earned at least 70 credits. Both full-time and part-time PhD graduates must earn a minimum of 180 credits, including credits awarded for the defence of their dissertation. Once the PhD student has earned 150 credits during his/her studies and after the supervisor has recommended that the PhD student's dissertation thesis be accepted for defence, the PhD student may apply for permission to defend it. 

The determination of the number of credits for individual study subjects was based on Annex no. 1 of the Doctoral Study Order at Pavel Jozef Šafárik University in Košice. For the subjects within the study part, it was assumed that the compulsory subjects will have a load of 75 hours / semester, of which 10 hours will be direct teaching, 10 hours of individual consultations and 55 hours of self-study - this corresponds to 4 credits. For compulsory elective subjects, the student is expected to have a load of 56 hours, of which 8 hours will be direct teaching, 8 hours of individual consultations and 40 hours of self-study - this corresponds to 3 credits. The elective subjects were based on a load of 37 hours / semester, which corresponds to 6 hours of direct teaching, 6 hours of individual consultations and 25 hours of self-study - this corresponds to 2 credits. During the preparation of the dissertation project, a workload of 75 hours / semester is expected in the form of self-study in its entirety. For the subjects of the scientific part, pedagogical part and other activities, the credit evaluation was taken over according to the above-mentioned annex to the study regulations. The credit load of the dissertation examination and the defense of the dissertation is given directly by the Doctoral Study Order at Pavol Jozef Šafárik University in Košice. 

Verification of learning outcomes, scientific and other activities within the PhD studies is carried out continuously by the teachers, the supervisor and the person responsible for the study programme. In addition, at the end of each study year, the student shall draw up a brief annual report summarising the year’s achievements and the fulfilment of the individual study plan. In the annual report, the supervisor shall comment on the fulfilment of the plan and propose the continuation of studies, exclusion from studies, or changes to the PhD student's individual study plan. The PhD student's annual report shall be evaluated by a committee of at least four members. The committee shall consist of the chair of the committee, the supervisor and at least two other members of the committee. The committee shall, as it deems fit, propose to the dean the exclusion of the PhD student from studies or changes to the PhD student's individual study plan. Otherwise, the committee shall propose the continuation of the PhD student's studies according to his/her individual study plan. If a full-time or part-time PhD student grossly neglects the duties arising from his/her individual study plan during the academic year, the chair of the PhD committee may, on the basis of a proposal from the supervisor, propose to the dean that the PhD student be immediately expelled from his/her PhD studies.   

A student may submit a request for review of the dean's decision to exclude him/her from PhD studies. This will be decided by the Rector. After exhausting ordinary remedies, the student may seek redress by bringing an action in court. 

If a student considers that his/her rights or legally protected interests have been violated by the activity or inactivity of the faculty or the university, or if he/she points out specific deficiencies in the activity of the faculty or the university, he/she may file a complaint pursuant to Act No. 9/2010 Coll. on complaints, as amended. The procedure for handling complaints at the Pavol Jozef Šafárik University in Košice is regulated by the Rector's Decision No. 13/2017 on the handling of complaints, which is available on the university's website at the following link: https://intranet.upjs.sk/op/op.ViewOnline.php?documentid=782&version=1 

Pavol Jozef Šafárik University in Košice recognises a Certificate of education issued by a foreign higher education institution as equivalent after fulfilling the conditions in accordance with Act No. 422/2015 Coll. on the recognition of certificates of education and on the recognition of professional qualifications and on the amendment and supplementation of certain acts, as amended. If a PhD student has completed part of his/her studies at a facility other than his/her own (e.g. abroad), the credits earned at this facility are fully recognised if he/she has been sent to this facility as matter of fulfilling his/her study plan, on the basis of a study contract and a transcript of records issued by the receiving institution. 

If a change of the training facility, form of doctoral studies, or study programme takes place, the credits previously earned can be recognised to the benefit of the PhD student if it is in accordance with his/her new study plan. The dean shall decide on the transfer or granting of credits after the person responsible for the study programme delivers his/her opinion. 

In justified cases, a change in the study programme (including the form of PhD studies), a change of the supervisor, or schooling workplace can be made during PhD studies, especially if it would create more favourable conditions for the completion of the PhD student's study programme. The PhD student may apply to the dean for the approval of the change. The dean decides whether or not to approve the change of the study programme on the basis of the PhD student's application and after the supervisor and the chair of the field committee deliver their opinion. The proportionate part of the duration of the study programme completed before the change of the PhD study programme shall be factored in the total duration of the PhD studies. 

Pursuant to Section 59 (4), (5), and (6) of the Act on higher education institutions and in the manner and conditions laid down therein, the dean decides whether a student of another higher education institution may switch over to the PhD studies at the university or at the faculty, if the study programme is carried out at the faculty, provided that the following conditions are met: 

a) the student has been admitted to a PhD study programme at another higher education institution in the same field of study in which he/she seeks enrolment at the university or at the faculty, if the study programme is carried out at the faculty,  

b) the topic of the student's dissertation corresponds to the field of expertise of the supervisors within the field of study at the university or faculty, if the study programme is carried out at the faculty, 

(c) the capacity of the supervisors allows the relevant supervisor to take over the supervision in relation to a student of another higher education institution,  

(d) where a student from another university applies for enrolment in full-time PhD studies, the economic situation at the university or faculty makes it possible to finance the scholarship of the student concerned. 

Article 14 of the Code of Studies for PhD Studies at the Pavol Jozef Šafárik University in Košice stipulates the requirements for the application for a switchover of a PhD student and its annexes. If the faculty enrols a student from another higher education institution and if it is in accordance with his/her new study plan, credits earned at the previous institution may be recognised to the benefit of the PhD student. A PhD student who has come from a facility of another higher education institution which does not have a credit system in place, or which has an incompatible credit system may be awarded an adequate number of credits according to the system in place at the working facility of the faculty. The new training facility may, if necessary, prescribe that such a student must earn additional credits for the activities he/she is requesting, e.g., by taking differential courses passed by an examination.

For the academic year 2021/2022, individual supervisors have announced the following dissertation topics:

The final thesis of the PhD study programme is the dissertation. The topic of the dissertation is chosen by the student from the list of dissertation topics announced by individual supervisors and approved by the field committee. This choice is made already in the application stage leading up to an eventual admission to PhD studies at the faculty. The dissertation topics, along with the conditions for admission to the PhD studies, are published at least 2 months before the deadline for submitting applications.   

When drafting the dissertation, the student follows the “Directive No. 1/2011 on the basic requirements of final theses, rigorous theses and habilitation theses, their publication and accessibility for the period of their storage and originality control valid for UPJŠ in Košice, as amended”, which is available on the faculty's website at the following link: https://www.upjs.sk/pravnicka-fakulta/veda-a-vyskum-dalsie-vzdelavanie/doktorandske-studium/24584/. Special requirements for dissertations are specified in Article 9 of the Code of Studies for PhD Studies at the Pavol Jozef Šafárik University in Košice. 

Details concerning the application for admission to defend the dissertation, the drafting of the dissertation, the assignement of opponents, the drafting of opponents’ reports, the actual course of the defence of the dissertation, as well as the decision on the award of an academic degree are regulated in Articles 8 to 13 of the Code of Studies for PhD Studies at the Pavol Jozef Šafárik University in Košice, which is available on the faculty's website at the following link: https://intranet.upjs.sk/op/op.Public.php?documentid=1449.

Full-time PhD students have 4 office rooms with a capacity of 3-5 persons and one large office room with a capacity of 10 persons.  In these rooms, students carry out research and other activity during their presence at the faculty. 

The study part of the study programme is carried out in a room equipped with projecting technology. Consultations with the supervisors are usually carried out in the supervisor’s office.  For the purposes of teaching at the local faculty, which is situated in two buildings, there are 13 classrooms with capacities ranging from 30 to 130 seats, 2 computer rooms, a room for teaching law clinics, a videoconferencing room, which is also used for the organisation of mock trials and conferences. There are also 2 seminar rooms specially equipped for individual work of a teacher with a small number of students and 2 computer kiosks (one in each building). The faculty has a newly renovated lecture room with the most modern videoconferencing technology enabling the organisation of online conferences. Outside these premises, the faculty also uses 2 large-capacity lecture rooms for 200 and 300 listeners, which are located in the building of the Rector's Office. Each of the rooms is equipped with a PC, a data-video projector, and a ceramic board, while the seminar rooms are further equipped with interactive whiteboards. Students of the PhD study programme share the modern IT infrastructure of the Faculty of Law. Both buildings of the Faculty of Law are covered by Wi-Fi. Teachers have their own rooms to prepare for teaching and to do scientific work, as well as for individual consultations with students. The students of the study programme take advantage of the spatial possibilities within the capacity of the faculty. 

The University Library of UPJŠ (UL) - a university facility, participates in providing the necessary information for teaching and scientific research activities of employees and students at the university, creates an environment that supports the educational process and gives stimulus for its users. The UL provides high quality traditional library and information services as well as digital services. The library-information system represents a comfortable literature researching tool for students, which except of the research tool itself provides additional functions (book reservation, access to full texts of electronic books, full texts of final theses, extension of lent books, etc.). Already since 2005, the Legal Library, as a special unit of the UL, embodies the primary source of information for studies, science, and research at the Faculty of Law. It is located directly in the building of the faculty at Kováčská Street 26. On an area of 500 m2, reading rooms on two floors and lending services are available for the academic community. There are 59 seats in the reading rooms, 9 public computers and a freely accessible collection of legal literature. For students with special needs, a workstation equipped with special tools and apparatus has been set up. The library collection includes more than 15 800 library units, the field collection includes the gazette of laws since 1918, scientific journals both domestic and foreign. The collection grows by more than 900 book units on average each year. In addition to traditional printed books and journals, e-books, digitised books under the e-reading room service and Prestigio and Amazon Kindle e-book readers are also available to users. As part of the library's self-service, users have access to photocopying facilities and a bibliobox for returning books. The UL has provided access to 16 international databases via the UL website (http://www.upjs.sk/pracoviska/univerzitna-kniznica/e-kniznica/). Access to the ASPI Slovak legal database is provided in the reading room. Students also have access to the judikaty.info database, EPI, as well as CHBECK. For the purposes of managing footnotes and sources in final theses, the citation manager CitacePro is available. 

The sale of publications of authors from the faculty, as well as other publications of renowned Slovak and foreign publishers is provided by the University Bookstore at Tr. SNP 1 (http://www.upjs.sk/pracoviska/univerzitna-kniznica/edicna-cinost/predajne-studlit/) as well as in the e-shop UNIBOOK UPJŠ (https://unibook.upjs.sk/sk/). Its services are used not only by students and teachers of the faculty, but also by the professional legal community. 

The distribution of the university’s organisation units from a geographical point of view requires the support of an extensive network infrastructure. The fulfilment of this priority task is ensured by a specialized workplace CIaKT UPJŠ, which manages the SANET network node covering a substantial part of eastern Slovakia, while for the needs of the university itself it manages about 35km of optical routes, which has a throughput rate of 100Gb on most of the route. To increase security and throughput, the network topology is designed in two interconnected circuits. The centrally managed network also includes 100 Wi-Fi access points, IP phones and other network services. The university runs its own mail serve, currently with more than 12 thousand mail accounts of which more than 11 thousand are student accounts. After the introduction of Office 365, the capacity of the mailbox has been increased to 50GB. Within Office 365, the users can use the OneDrive cloud service with a capacity of 1TB. With respect to the university information systems, CIaKT manages the Automatic Identification of Persons system, which covers the administration of student ID cards and the activities of the Certification Authority. The registration authority of UPJŠ, the Certification Authority Disig Inc. CIaKT ensures the operation and support of the information system for study support AiS2, the web-presentation of the University, as well as support for the operation of the Economic Information System Sofia. 

The faculty secures the operation and maintenance of computer technology via the Computer Technology Facility (CTF). The CTF also manages computer network maintenance, NAS equipment, operator activities, administration of computers in classrooms, seminar rooms and technical support for all computer users at the faculty. 

The Faculty of Law currently has 2 physical servers located in the central node of UPJŠ (1x support for university systems, including AIS2, 1x ASPI-Student) and about 400 computing devices (PCs, laptops, monitors, tablets, printers, copiers, scanners, projecting equipment, VOIP telephones, IP cameras, NAS). 

Since the beginning of April 2007, it has been possible to use the SAUNET /SAfarik University NETwork/ network connection within the university, afterwards since 2013 at speeds of up to 10GB/s outwards and subsequently to the internet and wireless connection – Wi-Fi (Wireless Fidelity). In connection with the introduction of this technology, 20 access points have been installed within the faculty, providing connectivity throughout the faculty. With the necessary hardware, all staff and students with an activated e-mail account may access the SAUNET network within the university. 

Within the full-time PhD study programme, teaching is normally carried out in presence by the personal participation of PhD students in educational, research and other activities. However, considering possible emergencies that prohibit the participation in educational, research and other activities in presence, the university and the faculty have systems that allow a smooth transition to online teaching. These include LMS Moodle as well as MS Teams. The latter software is also used for organising scientific research events, as well as for dissertation examinations and dissertation defences in case of impossibility to carry out the given event in presence, or if the attendance of some committee members, opponents, or participants of the given proceedings in presence is not possible. 

The faculty or the university carries out regular training for staff and students on how to use the above-mentioned systems for the purposes of teaching or other activities within the PhD studies. Moreover, manuals, demonstrations, and instructions for the use of e-learning and distance learning tools have been prepared. ii) Slovak Bar Association, the City of Košice, the Old Town Municipal District, in connection with the organisation of a free legal counselling service provided by students of the local faculty 

iii) Faculty of Arts of the Pavol Jozef Šafárik University in Košice in connection with foreign language teaching as well as teaching the basics of pedagogy for students of the PhD study programme  

iv) University Library of the Pavol Jozef Šafárik University in Košice in connection with instructing on how to work with sources of information, publishing possibilities, and principles of publication. 

The university provides extensive counselling services to students via the University Counselling Centre (UNIPOC) in the areas of law, psychology, social matters, and effective learning. It also provides career services regarding the possibilities of employment in the labour market by offering various information, practical advice on applying for jobs, self-discovery, competence development, and searching for job opportunities. An essential agenda of UNIPOC is the support of students with specific needs. Students can make use of sports activities organized by the Institute of Physical Education and Sport of the university, as well as sports facilities administered by this institute (mainly gyms, tennis courts, fitness centre, indoor hall, etc.). They can also take advantage of the coaching, training, and lecturing capacities of the Institute's staff. 

The university operates dorms and canteens which are also open to students of this study programme. Students can also use the training facility in Danišovce, both for organisation of events and for private recreation. Furthermore, the university operates a botanical garden, which is also available to students of the faculty. Various leisure clubs are also active at the university. One of the most prominent is the Chorus Universitatis Safarikianea, a choir active since 2014. 

Last but not least, thanks to the location of the faculty directly in the city centre of Košice, students have additional opportunities to use cultural facilities (theatres, cinemas), leisure activities, recreational activities offered in the vicinity of the faculty.     

By the deadline for ERASMUS+ applications, PhD students may apply for the selected type of exchange programme - 2 exchange programmes (study + internship, including a graduate internship) for the relevant academic year. The students are always selected by the faculty in March of the academic year concerned and the faculty selects students for the following academic year for both types of exchange programme, but it is common that additional rounds for selection are carried out; in recent years, faculties have not been given a higher limit of students who may participate in an exchange programme. Calls for application are advertised on the faculty’s website until the deadline; a mass email is sent to PhD students in order to draw their attention to the current ERASMUS+ call. 

The faculty currently cooperates on a contractual basis with 49 foreign partners in 18 European countries – namely, on the basis of signed inter-institutional agreements (i.e. within KA103 with 47 partner universities in the programme countries - in 16 EU countries and within KA107 with two partner countries outside the EU - SVET in two Eastern European countries). The list of partner universities is continuously expanding if the faculty is contacted with an offer to cooperate or if it takes the initiative to approach a European university with a Faculty of Law for cooperation within the framework of this programme. 

Criteria that applicants - students of the faculty must meet in order to apply for the selection procedure: i) filling out and signing of the ERASMUS application form (study or internship) - the form is provided and published by the faculty; ii) proof of excellent academic results for the completed years of study, iii) active knowledge of the foreign language(s) in question / according to the requirement of the partner university abroad, supported by language certificate(s); iv) preliminary e-mail acceptance of the foreign partner. 

Students can apply to two or three other European universities at the same time, indicating their choice of universities in an order of preference. Under the ERASMUS+ programme, 1 student may undertake an exchange programme in the duration of max. 12 months at each stage of study. The duration of a traineeship is between 2-3 months with the possibility of extension. 

The selection of students is fully within the competence of individual faculties (from announcing the call for applications to the selection itself, transparency must be maintained); for this purpose, there is a selection committee composed of the faculty coordinator - chairman of the committee, the chairman of the faculty’s Academic Senate - a member of the committee and a member of the staff of the Department of International Relations and Further Education. 

Upon completion of the mobility, the student submits a Transcript of Records and an Attendance Letter to the Study Office along with a written request for recognition of the examination. Courses taken during the mobility are recognised as compulsory elective and elective courses. Compulsory courses are taken by the student in an extended examination period - by agreement with the faculty teacher. The study stay for PhD students may be focused exclusively on the studies and drafting of the dissertation. The student may or may not take courses at a foreign faculty (from the course catalogue). 

Exchange programmes can be realized not only within the ERASMUS+ programme, but it is also possible to apply for scholarship at SAIA, n.o., which covers e.g. the National Scholarship Programme of the Slovak Republic or the "Action Austria-Slovakia", etc. They are regularly informed about the offers by forwarding them to the PhD students' e-mail address and by publishing them on the faculty's website.

The basic condition for admission to PhD studies is the acquisition of a second degree in law. Other conditions for admission to a given study programme are contained in the faculty's regulation "Admission procedure and other conditions for admission to study in PhD study programmes in the field of law in full-time and part-time form of study at the Pavol Jozef Šafárik University in Košice, Faculty of Law" adopted for each academic year. Within the outlined framework, the prerequisite is to successfully complete the admission procedure and to place in the ranking of applicants that is decisive for admission to study in the given study programme. The number of applicants admitted to full-time PhD studies depends on the economic possibilities of funding PhD scholarships at the local faculty in a given academic year.

The admission procedure in a given study programme is regulated by Sections 54, 56 et seq. of the Act No. 131/2002 Coll. on higher education institutions as amended (hereinafter referred to as the "Higher Education Act"), the Code of Studies for PhD Studies at the Pavol Jozef Šafárik University in Košice (hereinafter referred to as the "Code of Studies") and the faculty regulation "Admission Procedure and Other Conditions for Admission to Study in PhD Study Programmes in Law in Full-time and Part-time Form of Study at the Pavol Jozef Šafárik University in Košice, Faculty of Law" adopted for each academic year (hereinafter referred to as "Conditions for the Admission Procedure"). 

Before the start of the admission procedure for PhD studies, the faculty announces the topics of dissertations that can be applied for in the admission procedure. A supervisor is appointed for each of the topics. The faculty shall announce in a timely manner, no later than two months before the last day for the submission of applications, the deadline for the submission of applications for studies, the conditions for admission, the date and method of verifying their fulfilment, the form and framework of the examination’s content, and the method of evaluating its results. The faculty shall also announce information on the number of applicants it plans to admit in a given study programme. The admission procedure begins with the delivery of the application form to the faculty. The application form must be submitted in person to the registry or via post to the address of the faculty or electronically (e-application) in the Academic Information System (AIS). When applying electronically, the required application attachments must be delivered to the address of the faculty. The deadline for the submission of the application form is set separately for each academic year under the Conditions for the Admission Procedure. The annexes to be attached to the application form are also defined in the same conditions. The amount of the admission fee is laid down in the Rector's current decision on the determination of tuition fees, fees associated with studies and the reimbursement of costs associated with further training for the academic year in question. The admission procedure includes an entrance examination consisting of: 1. an evaluation of the framework project on the topic of the dissertation, and 2., an oral examination. The first part of the entrance examination focuses on the framework project concerning the topic of the dissertation submitted by the applicant together with the application form. The project is evaluated by the supervisor of the dissertation topic before the date of the entrance examination; the applicant may obtain a maximum of 100 points for the dissertation project. The oral examination involves: a) an oral part consisting of a presentation of the framework project concerning the dissertation and answering questions in a discussion on the framework project, which may also include an examination of the ability to communicate in a foreign language; for this part of the entrance examination, the candidate may obtain a maximum of 50 points, b) an oral part in the field of the chosen study programme, where the candidate draws two questions from the range of questions connected to the field of the chosen study programme and answers them orally; for the oral part of the entrance examination in the field of the chosen study programme, the candidate may obtain a maximum of 50 points. 

The ranking of applicants is determined by the examination board according to the results of the entrance examination. The minimum requirement for passing the entrance examination is to acquire more than 50% of points for all parts of the entrance examination (part II), i.e. a minimum of 101 points. Should several applicants acquire the same amount of points, the ranking shall be determined by the committee, taking into account the extent and quality of the applicants' professional publications and the results of their other professional activities. 

The dean of the faculty decides on the admission of applicants within 30 days of the date on which the fulfilment of conditions for admission to studies was verified. Respecting the planned capacity of study programmes in individual forms of studies, applicants will be admitted to studies according to their ranking based on the total number of points achieved in the admission procedure. The number of applicants admitted to full-time PhD studies depends on the faculty’s economic possibilities of financing PhD scholarships in a given academic year. 

The decision on the results of the admission procedure will be sent to applicants in accordance with the provisions of Section 58 (7) of the Higher Education Act. In the admission decision, the dean of the faculty shall indicate the name of the supervisor and the topic of the dissertation, as well as the applicant’s ranking. The decision not to admit the applicant shall also contain information on the applicant’s ranking. The applicant may submit a request for a review of the decision on the results of the admission procedure pursuant to the provisions of Section 58 (8) of the Higher Education Act. 

For the academic year 2021/2022, 3 applicants who fulfilled the basic requirements applied for the PhD studies in the full-time study programme “International Law”. The entrance examination took place on the 28th of June 2021 and was attended by all applicants. The minimum requirements for successful completion of the entrance examination were met by 1 applicant. The faculty admitted 1 applicant from among those who met the minimum requirements for passing the entrance examination. The faculty had allocated funds to cover scholarships for 2 full-time PhD students of the given study programme.     

The university periodically conducts questionnaire surveys aimed at monitoring the quality of educational and supplementary activities. The results of the questionnaire surveys form the basis for the preparation of annual evaluation reports. The annual UPJŠ Survey of Students’ Satisfaction is conducted at the time of enrolment in the senior year and maps students' personal experiences at the university. It is an opportunity for all students to share their opinion and to help the university’s management shape and improve the study conditions and study environment at the UPJŠ in Košice. The survey maps various areas and aspects of student university life, including assessment of e.g., learning and teaching, evaluation and feedback, academic counselling and support, learning conditions, organisation and management, student support services, personal and professional development, equality and diversity, and the overall level of education in the relevant field of study. In addition, annual monitoring of quality is also carried out at the faculty via anonymous questionnaires. The Education Committee of the Academic Senate of the Faculty, in which students of PhD study programmes are also represented, discusses the wording of the questionnaire, the questions, and the methods of evaluation by students. After receiving the students' questionnaires, they are evaluated by the Education Committee which then makes recommendations to the faculty’s management to improve the quality of studies. 

In the academic year 2020/2021, the faculty gathered feedback from PhD students in the form of an anonymous questionnaire. In this questionnaire, students were asked about the evaluation of individual teachers in the study programme, the evaluation of the subjects of the study programme, the evaluation of the supervisor, the evaluation of the opportunities to carry out scientific activities at the faculty, as well as the evaluation of distance learning at the faculty during the emergency. The results were discussed with the Commission for Educational Activities of the Academic Senate of the local faculty, in which the students of the PhD study programmes are also represented. The conclusions of the feedback evaluation were taken into account in the modification also of this PhD study programme, namely concerning the incentive to introduce more training on the drafting of scientific papers, working with literature, observance of the rules of publication ethics, and law-making.   

The faculty conducts an annual survey on the employability of its PhD graduates. In relation to the graduates in the academic year 2019/2020, out of 15 total graduates, 7 found employment in the academic sphere (Slovak Academy of Science, university, college), 7 outside the academic sphere, 1 was on maternity leave. Thus, one may conclude that PhD graduates of the faculty have a very high employability in the field, both in and outside the academic sphere. 

Starting from the academic year 2021/2022, the faculty conducts a survey among PhD graduates in the form of an anonymous questionnaire, by which it also endeavours to find out more details about the course of PhD studies at the faculty, about the possibilities of engaging in pedagogical and research activities of the training facility, about the material and technical support, as well as about the applicability of the acquired knowledge in practice. The results of this survey are discussed within the Council of the given PhD study programme.
